  2. I'm not surprised at all that brokers are allegedly "scamming" people. Every now and then, there will be news about a broker's WD problem or a price difference between two brokers. I've read numerous comments on this and other forums about the same issues. Even the most well-known ones have received negative feedback. But I don't think it matters if it's an offshore broker. Most brokers have offshore licenses in order to provide greater leverage to their traders. Furthermore, if you are not a member of the FCA, ASIC, NFA, or a European country, you are usually subject to the broker's offshore "licensing commission."
